Juno Toland is a human resident of the Hollow Earth city of Praxis. He is a commander of the military security force in the city. Recently, he lead a patrol team that discovered Helen and the Sanctuary members as they infiltrated Praxis. Toland caught Helen's team, which led to their execution.

After the Sanctuary team was ordered to be revived again, Toland expressed suspicions and reservations over the decision to revive Helen. However, the Sanctuary team eventually gained his trust, and Toland worked with the team to uncover Adam Worth's plan to steal powerful technology from Praxis.
